Min and max height difference for biomes should be named more appropriately

Minimum height difference = base height in the code

max height difference = height variation

Having them named in this way can really confuse new modders for obvious reasons - they mean completely different things.

Base height = the height at which the biome is

Variation = the variation in terrain (bigger is more higher and lower than the base height)
