Do I Follow Publishing Guidelines?

Hi everyone. I created a little mod that adds new sword. This sword mod already existed for older minecraft versions, but the creator of this mod didn't update it for years.

So I wanted to replicate the mod. The problem is that it says in the mod publishing guidelines I'm not allowed to upload duplicates. 

My question is, can I uplaod my mod or not. Like I said it´s replicate. The textures are the same and the few items, that are already in my mod can be found in the original mod too.

Only the stats are a bit different. I only want to be sure since my mod is very close to the original one.

Or would it be ok if I just give credit to the original creator of the mod?

I think you should wait for a dev to answer. They know what is going on.
