Wait for such seconds before executing a procedure

Hi, I'd like to know how to get a wait before a procedure. I searched in full of topic but without result. So thank you for helping me.

For those who can help, I would like a procedure where when we make a right click with a special sword, what gives a regeneration effect for 2 seconds, but wait 10 seconds before reuse. and that's where I would like to know how we do. Thanks for avence =).
