I'm trying to make it so this rock generates on land and not under ground im having problems and it wont generate on the grass, can i get some info on how to do this?

Is this in a custom biome?
You could make a structure which is made of the rock blocks and make it generate on ground
Well mcedit wont exactly work with custom blocks, Mcedit doesnt recognize the block.
If you are using MCreator 1.8.0 or later (this means 1.8.1, 1.8.2, 1.8.3 and 1.9.0 work too) you can use vanilla structure blocks rather than mcedit.

You can choose that the block replaces grass (or dirt) in the block element
