Right Click on Specific Block While Holding Specific Item Triggers Event?

Might be worded weirdly, but I'm basically trying to do something that similar to how you obtain Stripped Logs in 1.13+: right click on a log with an axe to replace it with a stripped log. How would I do something like that, where if you right click a specified block with a specified item, an event is triggered?
