Press the green +. Scroll down until you see "recipe", or simply press R. With the Recipe mod element, you can both create the crafting recipe as the smelting recipe. If you want it to be fuel for smelting then you'd need the Fuel mod element that can also be found under the green plus.

because they are going to focus on 1.14.4 in 1.9.2
and they said they'll add features request more
