Procedure dimension check/change help

So im new to procedures and im confused on getting dimensions to work for some reason the way I'm doing it is putting some return statements in and I'm not sure why, i have manually edited the code to work but i want to know what I'm doing wrong in the visual editor or if there is a better way to do it in blockly than what I'm trying here.
