How do I display overlay?

I'm not sure how to make a procedure, that will display an overlay that I made.

I want it to appear randomly, so I did the "if [randomizer] do" but what do I put there to show the overlay? Or is there some other way that I don't know about?

All of the tutorials are 4-5 years old and don't tell me anything...
