How to replace a block after it gets right clicked on by an item?

So I've been trying to figure out how to change a block when something right clicks it, and right clicking works on it(the animation of interaction works) with any item u press it with, but nothing happens, even with the specific item. This procedure is triggered when something right clicks the block but it never replaces when I right click it with the special item, let alone anything I use to right click it. How do I fix it so that it changes to another block after it's right clicked on by a specific item? I have a picture of what I did:
