Curios API issues

So I'm using 2022.1, cause that is one of the versions that uses 1.16.5, and I followed a tutorial for the curios API but it told me to make a file in a folder that wasn't there, the data folder, I figured I could just make one and went on my way but when I finished it the items wouldn't register as a curios ring item, my idea is that the file isn't being read even though i want it to be, and then so the items aren't being registered

any way to fix this?
