My Procedure Takes Super Long to Run

For some reason, my procedure takes super long to run, and I don't know why.

It should only take a tick or 2, but it takes a whole second to run through.

I have tried optimizing it, and even splitting it up into multiple procedures, but nothing works, and it's still really slow.
