Making a Single Block, and/or Multi-Block (Pointed Dripstone) that can Only be placed under Other Blocks

I'm trying to make a hanging single block, and a hanging block similar to pointed dripstone, that can only be placed on the underside of other blocks. Does anyone know how to set up the procedures to make the two blocks do this?
