Mob Spawning Problem

Every time that I try to have vanilla mobs spawn in my custom biomes, it doesn't work. It did when I had one biome, but it doesn't work. Sheep and chickens will overpower one (I set cows and pigs to spawn as well), but other than that, they just don't work. I'm using Fabric if this is related to it.
