It's possible that a firewall or antivirus is blocking it. If you have malwarebytes or any other antivirus you can add an exception to them in order to get the software to run. You can try running the setup as administrator too?

Make sure to try all combinations mentioned on the linked page.
Unfortunately we don't have an alternative solution for the described problem
In this case I may only recommend trying on another device
it only gets stuck on "Setting up gradle project"
by stuck i mean fail
