when Players hook with fishrod on entity, it does entity teleport on players

Hi guys, I need help for make a procedure that when I use the fishrod on entity, it does entity teleport to me. but I'm new and I dont know to use any command to do the Players to move and teleport. the tutorials say I need to use "set location" but Idk if this command work it only players or mobs too. I dont have any ideia to make it.
