When you use the "player tills with hoe" trigger it doesnt actually happen when you till a block, but it happens when you click on a dirt related block with a hoe, that also includes already tilled farm land.
by the way if anyone here needs a way to actually do this without the player tills with hoe trigger, make the trigger block is placed and make that block farmland as you cant get farmland in survival mode
