Add 1 procedure block for redstone

I'm currently creating a mod that adds redstone elements, but there aren't the procedural blocks I need.
 

So I'm asking you if you could add this block below:
 

[Set the redstone power of the block to x=[x] y=[y] z=[z] at [15] with [direction = north ] ]

This block can be classified in the World category
