Help with 3x3 mining based on tool tier

Hey Everyone

I'm new to this and using the MCreator 2024.4 Version for Neoforge 1.21.1.

I was hoping someone could help me make a 3x3 tool that mines based on its tier. I want it to only break the blocks that it can like a stone tool can break iron ore, but a wooden tool can't, so it shouldn't be able to break.

I found this Procedure Template, but when I use it, it mines every block with the tag mineable/pickaxe, even the blocks that the tool tier shouldn't be able to break.

And before anyone asks. I have seen other forum posts like mine, but some of them are old, or links and images don't work, so I genuinely don't know how they got theirs to work.
