Structures don't spawn any blocks

I am trying to make a data pack just for structures, and they load and try to spawn, but no blocks are placed down.

The terrain adaptation works as seen in the picture below, but no structures spawn. (I made an emerald test cube, but they don't spawn, only these floating blocks of basic land generation)
