Fish Schooling / Animal Groups

Hey there, I was making a new fish mob with the hopes have having large schools of them, but attempting to use the AI goal block of following same mob type doesn't work at all for some reason. 

When using it alongside the swim randomly block, the swim randomly block takes priority and no following occurs.

Then using it by itself, no movement occurs at all on the fish.
