Adding a button in settings

I am not good at Java, I need to make a block that only can be accessed if you click a button in the settings menu 5 times. I can’t find anything on adding a button in the vanilla settings menu, nor can I find anything for making a block unaccsesable unless something happens. I know I asked a lot but if anyone can help make a camera that can save videos of the surrounding area that would be greatly! Thank you for your time.
