Water Mobs sitting there watching targets instead of attacking

They just sit there targeting the enemy as viewed by the hitboxes but they just never advance. I dont understand why, they have swimming blocks in the ai builder. The only time ive seen one genuinely hit its targets was when said target walked into them.
