Minecraft bedrock mod

I want you to make a Minecraft Bedrock mod version 1.21.100 that adds a block that displays video frames and plays them, and it starts displaying the video so that I put the frames I have and it plays them + extract the audio from the video and put it in the files as well so that it plays the audio

I don't know how to make mods so I hope someone makes one.
