Trying to make entities spawn with effects

I am trying to make a mod that causes creepers to spawn invisible and with swiftness. 

This is the procedure I currently have, and I do not know why it doesn't work.

I am also trying to make villagers explode when you right click them, which also isn't working, but that's a whole other thing.
