Effect particles are flying away

Can you show your particle element?

I also have this issue!

Speed factor: 1

Particle angular velocity and acceleration: 0

particle gravity: 0

how are you spawning the particles?

Potion effect particles

try setting the speed to 0 and the gravity to a small negative value like -0.1 or a positive value if you want the particles to go down

and if you want the particles to spin around like the vanilla potion particles you can set the angular velocity to something too
