How to add a cooldown to my item so it doesn't allow them to use the item during the cooldown

so i'll just send the image but i want so there's a 1/3 chance of the entity getting lightning striked but if not then they will not so if it failed then it's a 60 tick cooldown and if is successeded then it will still give a cooldown but a short one just to not spam, anybody know how to do it?
