Ocean biome doesn't generate with water

I changed it so its more like vanilla so i set continentalness max to -0.19 but nooo it generates in -0.05 because minecraft is broken im just deleting this stupid biome unless i can figure out whats going on (spoielr alert: i cant because barely any information is provided on why it isnt working

I see the issue. i WAS TRYINg to set sea level to 64 but apparently thats illegal and resets it to 40

And yet, the "ocean" biome STILL generates above water!!!!
