bug for custom dimension caves

when adding caves in custom dimensions, no matter if the cave biome is a modded one or a vanilla one, it always ends up spawnin on the surface as a regular biome (yes i put it in the cave biomes box and not the regular one) it does also spawn underground occasionally but most places it just spawns on the surface
