Portable RF/FE power source

I am wanting to create a mod that adds a portable power source to minecraft that is crafted from other items the mod add. I want this item to be able to be but in a block (that this mod adds too) and the block will generate RF/FE. This mod could be put in a modpack and the block could then be connected to with other mods' power cables, such as Mekanism's Universal cables or Thermal's Flux ducts. I have no idea where to start but I am willing to learn as this is something that I want to know how to do.
