basically i want to make a rare ore but avg ore groups per chunk 5 is too common and 4 is too rare but when i try 4.5 it sets to 4 help pls

Lower the maximal heigth and increase the minimal height, so it will spawn in a more condensated area, and so, will be less rare. You canot do 4.5 average groups.
