making potions that combine the effects of vanilla potions does nothing

If you make a potion that combines various vanilla potions, or just acts as a way to change the name of a vanilla potion, it doesn't work. Nothing happens. Anyway to fix this?

OK, to clarify here's what I'm trying to do:

1.make a new potion effect named "afterburner"

2.add a procedure that grants the user speed and haste to the "when potion started/applied"

 -these effects can be for one tick or 6000, still doesn't work

3.set afterburners length to 6000 ticks

4.activate afterburner, see the afterburner potion icon, and get speed and haste for 6000 ticks

 

 

Here's what actually happens:

Is there something I'm doing wrong here or is this a bug? Should it not be giving me the speed and haste effects for the duration of the potion? I've messed with "on potion active tick" which does technically work but looks really bad as players see speed and haste potion icons constantly flashing on their GUI.
