Yes, 20 * 60 = 1200. 20 ticks is one second.

tick rate is how often the block is kinda updated so if it is a crop this is how often it will grow, you probably don't need it for quicksand
Calculating is really easy.
9000/2=4500
4500-(last number)=450 seconds
1200/2=600-(last Number)=60 seconds
