Add a procedure to check scoreboard values

As the title says, having a procedure that could check scoreboard values would be neat. The scoreboard is a pretty useful way to store data, and to have a way to have procedures check things on it would enable some new options.

You can currently use the command function to add or subtract values from the scoreboard for a player but there's no way to actually check it.
