Potions with key binding don't work

When i create key bind to give potion effect that effect is only showing up in the inventory bar and does nothing. I've added too much locked elements with custom code to update to the latest version. I'm using 1.9.0. Is there any way you can help me fix this problem in that version (custom coding isn't a problem.)
