Get Effects, get Repair with an item or something like this

HeY!

Somebody can help me? So my idea is: if this item in your main hand adds an instant damage exception if you wear the Blacksmiths' chestplate. However if you wear this chestplate and it's got damaged this thing is going to repair that. (If required I can send a picture of my produce that doesn’t work.)
