How do I make a mob do a special attack?

Hi! I would like to make a mob do some kind of special attack I already looked into it found a tutorial on the forum from 3 years ago, but that didn’t seem to work.

I would like to do something simple like an attack that happens every 20 seconds and a circle of fire appears around the mob.
