Questions for help on blocks

I have questions to ask, from here I was unable to find a solution: If someone could help me, he would do me a favor, thanks <3

1. Is it possible to create procedures for vanilla blocks? 
2. it possible that a selected plant was born on a particular block? vanilla or not?
3. Is it possible to create procedures that spawn the blocks not inside the ground but on the surface of the ground? Is it possible that this happens in any dimension?

I know they are a few questions, if someone would know how to help me I would be grateful :D
