Water creature does not spawn naturally in water

Water creature does not spawn naturally in water

The Title is pretty self-explaining. Basically I have created a creature that is supposed to spawn underwater and act like a squid would. This creature does act properly but for some reason, I can not make it spawn in water. I have tried raising the spawn rate for this mob and it didn't work. I have tried switching the creature from water creature to creature and then my creature did spawn. I am wondering if this is something I am doing wrong or if this is just a bug.

You're  gonna have to make a procedure to make it spawn in ocean biomes specifically. How though, i'm not sure i'm afraid, but maybe you can continue on from there.
