you may have to use code but you might be able to make a regular item (not ranged), then have a custom button like R or G that when clicked if you have arrows in your inventory delete one and set a NBT tag to true. then have a procedure set to player tick rate and if the NBT tag is set to true it will shoot an arrow. the only problem with this is that it might shoot arrows infinetly but I have not tested this yet so I am not sure... good luck!

I tested that in the old versions. It worked with nbt player data.
