Is it possible to create Enchantment Books or Enchantments?

I want to make new Enchantments for my Mod but I don't know how to make an Enchantment Book or a Enchantment. My Question is it possible to create Enchantments Books and Enchantments or is it for now impossible?

OOF create an Enchantment and get the Book from the Creative Tab.
