Watch this video . I currently added herobrine as an npc. soon he will be interactive. More characters on the way! Npc Steve, alex ,friendly mobs etc.....

The wiki states that herobrine mods aren't allowed on the site
They're "undesirable", but not exactly prohibited. It depends on the content the mod adds and the effort put into it, and it sounds like there will be much more come with this one (plus this was from nearly a month ago).
make that Sadako is the wife of herobrine, and Heeko as their son, (just like in monster school)
