so if you have ever watched city of ember movie you will know that in the pipe-works is a big water wheel, and I wont to make a city of ember mod, and I would like the speed of water wheel to be controllable like in the movie. help pliz

You would need to use an entity and a number of procedures to make it work; it would take a lot of code and possibly other mods to make blocks turn.
