Change mod elements' properties via procedures

Is there a way to modify or reset the attributes of mod elements, such as blocks, entities, items later on? Maybe using a procedure block? If not, I think there should be.

To explain the idea better, I tried to roughly draw it in MS Paint, which you can find here.  Properties that are in the first dropdown menu could be this and this.
