How can I make a special tool with which to run a portal?

Hello, I did have a new dimension, the only problem is that I want it to be powered by a special tool, but I find an option only that it will create a tool automatically and not because I choose, how can I make it be with a tool I want?
And, how can I make the inside of the portal be animated like the purple vortex of the gate to hell?
