Teleport attack

I am making a sort of ender wolf, and i want it to teleport to what it targets. and I got that to work... but it keeps teleporting to it's target every tick. can you please tell me what im doing wrong? (image of my code: https://www.screencast.com/t/UD8L9zki)

EDIT: i made it so the wolf couldn't teleport when he has the nausea potion effect and then i gave him the nausea effect for 20 seconds when he teleports to his enemy

EDIT 2: that didnt work for some reason :(
