You can't change the rarity of structures, and the default is 10,000 which is way too low. It will let you enter something, but as soon as you save or change tabs, it goes back to 10,000 which is super annoying.
Edit: nvm sorta, you cant set it above 1,000,000 tho.

1000000 structures per 1000000 is max, you cant set more than 1 milion.
