Specific Block

Hi, I'm trying to make a item where it if you right click on the block with a item then have it replace like I want to make a item where when you right click on stone it will replace it with a ore does anyone know how to do that? I also want to be able to use a water bottle item to right click on water Only where it gives me Water, anyone know how to get it to work?
