Is it possible to make it always day time in a biome, similar to how it never rains in Savannas and Deserts?
if is on the overworld. will be impossible without breaking the time on all other biomes
time and weather is different. so unlike rain it cannot be controlled on specific part of the world or you change the entire world time. or you leave it intact
however hard it may be just make it look like day and make the biome bright as day and change the players skybox although it may be hard to do so

Although this isn't exactly what you want, its similar > This < procedure first checks if it is Daytime in the world, then it checks what biome your in, in this example if its day and your in a plains biome, it sets the gamerule of doDaylightCycle to false and if your not in a plains biome it sets it back to true, in-game use /gamerule doDaylightCycle to check whether its true or false.
