[SOLVED]Problem with UI Theme Plugin

I am working on a UI theme plugin with the new 2021.2 snapshot. I placed the plugin zip into the plugins folder but it does not appear in the Manage Plugins section. I have included the newest version for the minimum version of the plugin and I have added the theme correctly with theme.json file. 
 

Edit: I fixed the issue. Basically I created the zip with a folder as the root file instead of the plugin.json and themes folder.
