Problem with harvest level

I was trying to make new dimension,and in this dimension you can only broke a tree(wood block) by diamond axe or netherite. All other things,blocks,you can only break with harvest level 5 on item. And what I do: I set to all my mod blocks(except wood block) to drop themself just with tool that have harvest level 5. And I set all my mod tools to harvest level 5. And what I see: some blocks drop themself like I want(just by using special mod tools). But some blocks truly drop themself by using all tools. wood pickaxe-my mod pickaxe. But I just want them to drop themself just with my mod tools. And wood dropping by using all items too...please help.
